DHS chief: Time for immigration reform

Homeland Security Secretary Janet Napolitano said today that great strides have been made in border enforcement and so the time is now for comprehensive immigration reform.
In her first major speech on the subject since she left the Arizona governorship to become President Barack Obama’s DHS chief, Napolitano said a combination of better enforcement and tough economic times has led to fewer illegal immigrants’ crossing the nation’s borders.
“I know a major shift when I see one, and what I have seen makes reform far more attainable this time around,” Napolitano said in a speech before the Center for American Progress, a Washington, D.C., think tank headed by former President Clinton Chief of Staff John Podesta. Napolitano ticked off a number of enforcement advances: DHS now screens 100 percent of southbound rail shipments for illegal weapons and cash; seizures of drugs, smuggled cash and weapons are up dramatically; the flow of illegal immigrants is less than half of what it was at its peak during the 2006 and 2007 immigration debates; DHS has built more than 600 miles of border fences and has increased the border patrol to more than 20,000 officers.
In the workplace, she said, more and more employers are voluntarily joining E-Verify, the Web-based work authorization verification system. And Napolitano has decided to maintain agreement between Immigration and Customs Enforcement and local law enforcement for screening and turning over jailed illegal immigrants.
I’ll be asking a couple of Orange County Congress members who strong oppose benefits for illegal immigrants what they think of Napolitano’s speech. I’ll update this post after I talk with them.
Royce doesn’t buy that border security is better.
“You have a situation where you’ve had over 700 attacks on our border patrol agents,’’ said Royce, an opponent of any legalization of illegal immigrants. “The cartels now control portions of the border. They run the document fraud rings from which one can buy phony documents for under $40.
“Now is not the time for an amnesty,’’ he said.
As did her predecessor, former DHS Secretary Michael Chertoff, Napolitano said she cannot do all she needs without more tools from Congress. And those tools, she said, should come in the context of immigration reform. “We will never have fully effective law enforcement or national security as long as so many millions remain in our country in the shadows,” she said, referring to the estimated 12 million undocumented people now living in the U.S.
“If we are truly going to fix a broken system, Congress will have to act,” Napolitano said.
Beyond the legalization plan, Napolitano said DHS needs tougher anti-smuggling laws and increased fines for businesses that ignore the law on not hiring illegal immigrants.
Asked about the political realities of a busy agenda for the Obama administration and the fact that health reform is likely to spill over into next year, Napolitano said the administration is “perfectly capable of multi-tasking” and that lawmakers on Capitol Hill are working on bills that will be introduced by the beginning of next year. Napolitano also said her staff is working with lawmakers on the technical aspects.
Specifically, she said, her department is working on the logistics of a registration program for the millions of illegal immigrants who could come forward to take advantage of a legalization plan approved by Congress. As was the case in the 2006 and 2007 bills, Napolitano said these illegal immigrants would have to register, pay any back taxes they owe, submit to criminal background checks and learn English before they could get in line for legalization and eventual citizenship.
Obama has made Napolitano the point person on this issue. She said her department staff has held meetings with more than 1,000 people and organizations across the country to get views on reform.
“The businesses, community leaders, labor leaders, faith groups and law enforcement we’ve met with all have different stories, but they all reach the same conclusion: We need reform.”

Napolitano is a lunatic. Like an earlier comment mentioned, “there are now 600 miles of border fence”. Since when? Talk about exaggeration. Also, she uses the excuse of “tough economic times” as reasoning to push immigration reform. Talk about a slap in the face to all the real Americans who have lost their jobs during these tough economic times and are struggling to feed their families. Talk about a slap in the face to Americans that used to have decent paying jobs until their wages were undercut by an increasing influx of illegal immigrants. So, her priority/solution and Obama’s priority/solution is to make America a better place for people who are living in our country illegally? Shouldn’t we be taking care of our own first? Wouldn’t that be American? These illegals aren’t living in the shadows. I’m surrounded by them in Orange County, CA and I’m surrounded by them when I go to Los Angeles, CA. I remember when I used to leave my car unlocked when I pumped gas and went inside the convience store. Not anymore. How are we going to properly process 11-20+ million illegals when we are barely capable of processing the current demand? Is Obama going to tax us so we can set up the infrastructure to provide amnesty to individuals that violated our laws? These people don’t deserve special treatment. Enforce our current laws. That’s what they are there for. By the way, while driving home from a hard day of work (yes, Americans can work hard to) I had a truck in front of me. Guess what, it had a sticker on the left side of the back window of an American flag. Guess what was above that American flag sticker? Another sticker of individual wearing a pancho and a sambrero taking a wizz/leak on the American flag. Guess what sticker was on the right side of the back window? A sticker of the Mexican flag. Most of these people don’t love America. At least not from what I can see. They love what America offers them. It’s not the American people’s responsibility to make them geniunely love America as an American citizen. Obuma (or any democrat for that matter) only care about votes and furthering their political agendas.

Napolitano is lying when she says the immigration system is broken. It’s not. It’s been in place for over a century and it works. My family came through the immigration system between 1890 and 1914, and they survived it well.
It’s not broken.
The problem is, it’s gone largely unenforced at the southern border for nearly 30 years. Legalizing all the illegals that are already here was already tried by Reagan in 1986. All it did was make the influx worse.
Enforce the law and seal the southern border.

She touts the decrease of the inbound illegal immigration, border fencing, increase usage of E-Verify, and some other things, as if everything is fine now.
She fails to address those that do not use E-Verify, a vast and huge pool that allows illegal alien employment, and does not address the estimated 12 to 20 million illegal aliens that are already here.

What a crock of BS. I drive by the border patrol checkpoint in at Camp Pendleton on a weekly basis and it erks me every time. WHY? Because on any given day there is at least 100 Border Patrol Cars just sitting in the parking lot. To top it off in the last two years I have only seen the border check point operating three times.
One of my business associates in Phoenix told me the whole time she was in office she did everything she could to protect illegal’s. If it had not been for Sheriff Joe she would have succeeded.

You must be a smart man to have your medical degree. As such, you must understand all the flaws in your argument that you refuse to acknowledge. Let me clear some things up and bring transparency to the matter for the benefit of the other readers:
1. Most illegal foreigners work ‘under the table’ for cash. As such, they don’t get a paycheck. Thus, no income taxes. The majority fall into this category. So your ‘paycheck’ scenario is, for the most part, false and misinformation.
2. Most illegals work for minimum wage $8-$10 an hour. And remember, most send a portion of that money back to relatives in their home countries. Now, how could a man or woman at that wage level pay for the BASICS - rent, food, medical care, transportion, utilities, etc… without relying on the state social safety net (tax funded) to survive here??? Could you survive in So. Calfornia on $8/hr??? That is why these folks are NET LOSSES. They TAKE much more than they GIVE. When mamacita births a new arrival in our hospitals she automatically gets a nice big check from the taxpayer. California taxpayers spend $10 billion a year to support illegal foreigners in our state.
3. Billed for their care in the hospital??? HAH! Are you serious, doc?? You aren’t that naive, are you??? Please tell me that you aren’t actually practicing medicine. Do you teach full time???
4. Doc, if you are such a humanitarian why don’t you invite a couple illegal families to live in YOUR home. You pay for their food, medical care, shelter, etc… and I have no problem with what you say. I only resent it when YOU expect ME to support people who are in our country illegally.

A person who buys candy DOES pay a very SMALL tax on that purchase however; if that same person buying the candy sends their children to our schools at $8,594 per student, per year, and then also utilizes other municipal services like ER rooms, police and fire personnel, parks and recreation, and ONLY pays the sales tax, it’s a complete and utter LOSS!
Moreover; how many illegal immigrants actually DO have auto liability insurance? NONE OF THEM! Furthermore; YOU CANNOT DEDUCT PAYROLL TAXES FROM ILLEGAL IMMIGRANT WORKERS WHO GET PAID UNDER THE TABLE! Most illegal aliens are forced to be paid under the table because they cannot provide proof to work for reputable companies! Why you ask? Because they have broken the law by coming here illegally and they are not allowed to work! Even if an illegal alien does pay taxes he still doesn’t pay enough taxes to offset the municipal services that he uses! Its simple math, the illegal alien who mows lawns for a living cannot offset the cost of sending his children to public schools at $8,594 per kid, per year! Throw in the incarceration costs associated with all of the illegal aliens in prison for committing crimes, the healthcare costs for those immigrants using the Emergency Rooms, and the free lunch cost associated with schools and you have a HUGE amount of money being spent upon those who shouldn’t be here!
Last, the strange thing about illegal immigrants coming to America is that they want to turn America into what it was they ran away from in their own country!

If our elected officials are even going to consider giving the jackpot prize of US citizenship to any group of people, shouldn’t it be to those who haven’t broken our laws and those who are not sorely uneducated and low-skilled? The vast majority of illegals in this country today aren’t engineers, doctors, architects, software developers etc…. they’re individuals who have little chance of ever making a valuable contribution to our economy or society. Plus….they’ve also demonstrated their general moral character through their actions (illegal immigration, tax evasion, identity theft / fraud, driving without a licence / insurance etc….). These are not the people I want to see given a chance to remain in our country or become US Citizens.
Marley, read the Dream Act. This was the first step towards a rationale reform that keeps getting delayed. It gives a path to legal status for children brought here by illegal parents who graduate from high school, do at least two years of college or two years in the military and are of high moral character (meaning they have broken no laws).

I’ve lived here my whole life and the mexicans I knew at one time had morals, tried their best to assimilate, worked hard and didn’t expect handouts.
