Who will be supervisor if Norby wins Tuesday?

That question is more complicated to answer than you’d think.

Supervisor Chris Norby is running for the state Assembly seat left empty after Mike Duvall got caught on tape bragging about his sexual escapades with a lobbyist and then resigned. Voters cast their ballots for his replacement on Tuesday.

Norby is termed out as an Orange County supervisor - his term runs through the end of next year - and an election to find his replacement already was scheduled for June. But if Norby wins the state Assembly seat and leaves the county board earlier than scheduled, the race for his old job gets a little tricky.

So Orange County Registrar of Voters Neal Kelley helped translate the election rules for us. Here’s what he said:

  • If Norby wins outright on Tuesday by getting more than half the vote: There will be an election in February or March to fill his seat through the end of his term. A June election to determine who will be supervisor for the four-year term beginning in January 2011 would continue as planned. If none of the June candidates get more than 50 percent of the vote, there would be a runoff election in November between June’s top two vote getters.
  • If Norby wins in a Jan. 12 run-off election: Voters will cast their ballots for Norby’s successor in June. A candidate who wins more than half the votes would become supervisor immediately and would continue serving through the four-year term beginning in January.
    However, if nobody wins more than half of the votes in June, the top vote-getter would serve as supervisor through the end of Norby’s regular term. A run-off election in November between June’s top two vote gettters would determine who gets the job 2011-2015. The winner in June would have the advantage of being listed as an incumbent on the ballot during the run-off election in November.
  • If Norby loses, he keeps his seat through the end of his term and the election proceeds as usual.

    gawd, I hope it’s not Dick Ackermann. His name’s been kicked around once or twice. We need some new blood. Somebody fresh with new ideas. Somebody who’s anti-union and can think outside the box instead of following the leader.

    I didn’t even know Dick Ackerman was a consideration for this seat, I’m STUNNED, wouldn’t that just be a case B.S.?

    You can’t trust that guy as far as you could throw him…he’s all mixed up with his developer cronies trying to get their hands on the O.C. Fairgrounds! Who would be stupid enough to let this fox watch the hen house?

    You can replace Nobody Norby with a cucumber and get as much production from it as you do from him. Thank goodness I no longer live in the OC. It is so disgusting watching all the crooked politicians blowing smoke and getting paid.

  • The names being thrown about for the 4th District are Fullerton’s Shawn Nelson, OC Clerk Recorder and former Anaheim Mayor Tom Daly, La Habra’s Rose Espinoza, and Anaheim carpetbaggers Harry Sidhu and Lorri Galloway. Of those, Galloway and Sidhu do not even live in the District, they would conveniently rent apartments for the election, and those in the District are not supportive of either of them. Of the Dems, Daly can outraise Espinoza, so look for the race to come down to Daly vs. Nelson.

      May be Sidhu and Galloway can share Linda Ackerman’s carpetbagging pad. The carpetbaggers can live in harmony — can’t they? It would be a great reality show.
