Illegal immigrants will be counted in 2010 census

Illegal immigrants will continue to be counted in the U.S. Census as they always have, after the Senate today voted to block a Republican lawmaker’s move to require the 2010 forms to ask people whether they are citizens.
The 60-39 procedural vote stopped Louisiana Republican Sen. David Vittter from excluding non-citizens from the population count that is used to determine the number of congressional representatives from each state. The population totals are also used in many formulas that send federal aid to the states.
The U.S. Constitution says every 10 years the federal government will count the number of “whole persons’ living in the United States. Vitter said that doesn’t mean non-citizens should be counted.
“The current plan is to reapportion House seats using that overall number, citizens and non-citizens,” the Associated Press quoted Vitter as saying. “I think that’s wrong. I think that’s contrary to the whole intent of the Constitution and the establishment of Congress as a democratic institution to represent citizens.”
Vitter’s state of Louisiana stands to lose one of its seven House seats because of declining population. If his proposal was adopted states like California, with large non-citizen population, would lose congressional seats.
California’s two Democratic senators – Barbara Boxer and Dianne Feinstein – voted to block Vitter’s amendment. He was attempting to add a provision to the funding bill for the Commerce, State and Justice departments that would have withheld money from the Census Bureau to conduct the 2010 count unless t he citizenship question was included in the 600 million forms that are printed.
Census officials have said this week ever since Vitter’s proposal surfaced, that it would be very expensive to enact Vitter’s plan because 400 million census forms have already been printed. They also said it would delay the decennial count.
Other critics of the plan said such a question would have discouraged immigrants from responding to the survey.
Participation from many immigrant groups is already a problem. Every 10 years federal immigration officials go out of their way to tell immigrant communities that filling out a census form would not lead to any immigration enforcement actions.

Look at the bright side - California will get more representatives in congress and, likely, more federal dollars. Since California sends more money to the federal government than it receives, we should be happy that this could increase the political clout of our state.

The term “whole persons” does not appear anywhere in the constitution. Similarly, neither the word slave, nor any of its iterations appears in the constitution. However, I believe you are referring to the term “whole Number of free Persons” in your post. This appears in Article I, Section 2 regarding the enumeration for purposes of representation in the house. As for counting non-free persons, three fifths of their numbers are to be added, not “3/5th a person” as you incorrectly indicate. The complete sentence in the constitution reads, “Representatives and direct Taxes shall be apportioned among the several States which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free Persons, including those bound to Service for a Term of Years, and excluding Indians not taxed, three fifths of all other Persons.” This sentence was modified by the 14th Amendment, section 2 which reads “Representatives shall be apportioned among the several States according to their respective numbers, counting the whole number of persons in each State, excluding Indians not taxed.” As for the “direct Taxes” mentioned above, that’s another matter and it was settled by the 16th Amendment.

The purpose of the census is to determine how many people are living in the U.S., not how many of them are citizens.
We already know how many citizens there are based on social security numbers.
This is a COUNTING issue, NOT an immigration issue.
But it is an immigration issue; an illegal immigration issue at that.
Counting should determine the population density of the voting populace. If that populace is diluted with persons of a non-legal citizenship status, then that fact should be disclosed. Because those persons should not be voting, yet they are still demanding welfare services. Without the distinction, the welfare burden will need to be placed, or distributed, to another area.
No homer, it’s to determine the number of PEOPLE living here, not “voting populace”, just like Ted said. What you think it “should be” is not relevant, what it IS is what it IS.

Greater than 80% of illegals in this country are from Mexico, which puts their numbers at somewhere between nine and sixteem million. The second largest source of revenue for Mexico’s economy is money being sent from the US. Excuse me for ignoring the “several” people from other countries. Preface: So as not to be misunderstood, I am 2nd generation American. My grandparents emigrated just prior to WW-I, and they did it legally. They spoke their native language only to each other. AJ, I agree with you 100%. The problem is that Latinos are an easy target of the abuse that goes on in this country. Have you noticed how many people automatically think “Mexican” when they encounter the words “illegal”. Illegals come from all parts of the world, not just south of our borders. This misconception (or ignorance) is the root of many racist comments and attitudes towards Latinos. I came to this country illegally. and I am not ashame to admit. My life and my familiy’s was in dangered. I would have stayed in my country of origin under other circumstances, but that is life. The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

I admire hard working people, they may be illegal immigrant or citizen. When it comes to the government providing support from the tax dollars, I guess its just fair to to get benefits from your government (working or not) if your a citizen and immigrants who work their butt of and pay taxes. I just dont like it when here comes an illegal immigrant having at least 6 babies that will be born here and of course babies will be citizen. And the parents will just wait for government support. I think they need to limit the number of children the government needs to support. I mean, how can you make 8 babies and know you are not capable of supporting them? That’s ______ ! Work. Do you think the IRS cares as long as someone pays–whether the SS number is legit or not, The IRS, SS, and Medicare will get their share. And remember, no valid SS, no SS or Medicare benefits, and no tax return either. And don’t go thinking every illegal gets paid under the table. Don’t assume, find out for yourself. The people who care are the citizens who’s SS number has been stolen. It’s one of the most common crimes these days, Mark - identity theft. Who cares if the criminals don’t get any benefits from their fraudulent way of life? They use the stolen number to obtain other forms of identification, gain access to social service programs and so on and so on…. Several years ago, the IRS came up with the TIN as a way to get illegal immigrants to pay their fair share of taxes in the absence of a SS number. Guess what percentage of those numbers issued have actually been used to pay taxes?
ID theft is not the reason they use a social security number. If you do your research on identity theft, in which one’s identity is used to gain access to credit, etc., you will not find illegals.
Hey, Mark: Where do you think illegal aliens steal those SSN’s from? Aliens? No. They steal them mainly from children. And while they’re using them, everything they do in connection with that number gets tagged onto the child. I’ve worked in a specific industry long enough to see the long term ramifications of THAT.
Now, while the GOVERNMENT will CERTAINLY verify EARNINGS reported against that SSN, and will decline any SS or Medicare benefits which were fraudulently applied, (through no fault of the rightful owner of the SSN), when it comes to all the other stuff, the “owner” is entirely on their own.
That means that the $5,000 in furniture and appliances purchased on credit from FAMSA Furniture, (which markets HEAVILY to Hispanics) - and then defaulted on, and the $2,500 in jewelry from Daniel’s Jewelry - and then defaulted on, and the utitlities accounts opened and then “shut off” due to non-payment, and the rentals of apartmetns, and any and all OTHER negative crap which lands on the credit reports of CHILDREN….
Must be dealt with by those kids once they reach legal age and try to apply for a student loan, or their first car, or even a cell phone….
Only to find that they “don’t qualify” because they’ve got sometimes 10’s of thousands of bad debt and negative credit, and must work for months, and months, and MONTHS, sometimes YEARS…..
Before they can clear their name.
Of course, that’s no big deal to the guy who STOLE the SSN in the first place. Once he’s ruined ONE “set” of credit, he simply goes and purchases another “set” of documents and starts all over again.

But I don’t think there is a requirement to use illegals to determine political districts and that is what is at issue. Because the distribution of illegal immigrants isn’t uniform, voters in districts with large illegal populations get more political power than their number justify. And that political power is a zero-sum game where excessive voter power in one district comes at the cost of diminished voter power in others.
