Despite last minute pleas from Sheriff Sandra Hutchens that proposed budget cuts could cripple the quality of law enforcement, county supervisors reaffirmed their decision to shrink her department’s budget by $28 million today.
Up to 50 sheriff’s department employees will be laid off from across the department because of the cuts, Hutchens said. At least one floor of the Women’s Central Jail will be shuttered, response times will increase and investigations will move along at a slower clip, Hutchens said.
“I can not absorb $30 million in cuts without the public feeling this,” she said.
Supervisors heard from the sheriff one final time before adopting the final budget for next year — a spending plan that’s $1.2 billion smaller than this year as a staggering economy continues to slam tax revenues. The county’s general fund budget now hovers at $700 million, after supervisors shaved some $55 million from services — the majority coming from public safety.
Hutchens asked supervisors today for about $7 million to keep her department afloat for six months while she negotiates a deal with Immigration and Customs Enforcement to house federal detainees, which she believes could bring in up to $18 million a year. And she was hoping to avoid layoffs and deeper program cuts until that money starts flowing in.
Supervisors acknowledged the sheriff presented a “compelling argument,” they weren’t willing to gamble that the ICE deal would come to fruition.
“When you have something firm, come back,” Supervisor Bill Campbell told the sheriff.

Yup…the old O.C. Sheriff ’scare the public’ game. I remember it well during my time in O.C. General Services Administration back before the bankruptcy. Whenever the county. wanted more money, or wanted some ‘temporary’ tax to remain in force, they trotted out the Sheriff to put the fear of God into the public. I remember the trick being used at the time of the pending termination of the 1% sales tax levied in the state to repair the San Francisco quake in the late 80’s. Out came the Sheriff right on queue telling the public the jails would be thrown open. It worked. The tax remained, most of the county agencies ( which had nothing to do with law enforcement) got a windfall, and the Sheriff got a budget increase that was not even needed.

I heard the OC Sheriff Department was holding 600 federal detainees, and that ICE may pay $18 million annually to the OC Sheriff for the service of holding them in jail. That’s $30,000 per detainee. Why don’t they just deport the federal detainees and be done with it.

hmm… you might want to take an English class and then re-post your comment. Just be prepared for when one of you has to call 911 and there might be one less dispatcher hired to fill an open position. Or one less deputy to cover someone out sick. Or one less investigator to find out who assaulted your kid, burglarized your house, etc. And then if they did find him/her, they were let out due to lack of space in the jail. She’s not asking for an increase, she’s asking to keep the level the same. A better solution would be taking away publically paid vehicles for the BOS and lieutenants and above. Also, some of those high ranking people have secretaries who drive a county car as well. Those vehicles also use county paid for gas.

I agree for the most part its sheriff’s dept.’s turn to trim some money. the sheriff’s dept. like most agencies is running short manned as it is. losing fifty people most likely will not affect public safety, you can pull those deputies from those still on probation (1st year employees). cutting them by half will never happen. the public is already seeing the shortage. when cities such as aliso viejo, lafe forest, san clemente, dana point and san juan run with 3-4 deputies on a midnight shift patrolling the entire city, that is a problem. and its happening now. people need to understand that law enforcement is a crucial neccessity and cutting funds will eventually affect the public safety.

Compare this with the Orange County Fire District Chief’s comments that the decision to keep the roughly 70 vacant fire-fighter positions (of something like 840) would not be filled, but the public would not see a decrease in service. Then why were they ever filled? None of this is intended to defend the very high cost of retirement for either group. It appears we can do little about this.
Reducing overtime is what public safety needs to do. No cop or firefighter should make $125K per year unless they are an executive administrator…period! Ovetime for public safety employees should be the focus of the cuts. Administrators should be able to manage that OT MUCH better.
The highest paid employee in the OCSD last year was a detective whose overtime earnings were greater than his salary! He ended up making more than the real Sheriff!

There are civilized villages and communities all over the world that live peacefully without anything even remotely resembling police. Police do not prevent anarchy. In some cases police actually diminish liberty instead of promoting it (e.g. Nazi Germany, Stalinist Russia, Pol Pot, etc.).
I think Rich’s point is that if we had more law-abiding citizens armed with their own protection we’d need fewer police. Police are a necessity when The People can’t defend their own property and community.

OC Gal: If everyone honored the laws of the community then we wouldn’t need to be armed. The theory goes that if there is a high probability that the person you’re about to steal from or attack is armed you’ll be more likely not to commit the crime. Not everyone has learned to respect and honor other people. Those folks need additional coaxing to behave appropriately. I do not armed law-abiding citizens. The Sheriff’s Department’s budget is being reduced by approximately 5%. Almost every private business and CERTAINLY every public agency has at least 5% of elasticity, waste or fraud. A 5% cut is not going to crumble the public safety infrastructure. Using the “the public wil suffer” card is sophomoric. A few less employees and not as much money for the latest crime fighting gadgets. Big deal! We can wait a little longer to get a report taken for a non-violent crime and there’ll be a few less “feel good” activities like police outreach to schools and community fairs. So what?!
The Sheriff is only showing us that money is like crack, addictive. I’d love to see an operations research study done of every position in the entire OC Sheriff’s department to measure their efficiency. The truth would be a breath of fresh air and a basis for future funding decisions.

It would seem like a department head, like the county sheriff, would be concerned about the overall financial health of the county and not just put together a ’sales presentation’ before the board like she did today. She told the board additional $3 million dollar funding for the women’s jail was “critical”, yet we later learned that OCSD can simply consolidate space and house the inmate females elsewhere in the system. So it obviously was not “critical”, was it? I’m glad the board saw through it. There is absolutely no reason why the OCSD should not feel some of the pain of the economic crisis like everyone one else. Part of that pain is job cutbacks. They’ve been pampered enough already. And she tried to sell us a pig in a poke by getting an additional $7 million by claiming future expected revenue from the fed for housing illegal foreigners in OC jails. There is absolutely no guarantee of that. It was just a way to get more money when all other department budgets are being cut. Glad the board saw through that one too. When are we going to get an honest sheriff at OCSD? Is that too much to ask for?

What all of you are failing to see is that this is just going to mean more overtime pay for the existing Sheriff’s personnel, and you’d better believe it. There are going to be some very happy, rich (albeit exhausted) deputies out there.
The budget could be cut at least 30 million by cutting back on the free medical care and medicine which is spent on the inmates housed in the jails. Give them the most basic healthcare avalible. They money spent on pills and medicine for inmates is rediculous. Most inmates don’t use the meds while they are not locked up, and when they get to jail they claim all these medical needs…… I know if I am a victim of a crime, which alot of you posters will be (regaurdless of where you live), I do not want a slower response time for deputies to arrive.

JJ: We pay taxes for essential police services, not for programs invented to extend employment to more deputies that do not enhance public safety in a meaningful way. It’s very hard for me to feel sorry about the Sherrif’s Dept having to lay off. Firstly, there has & will be so much “payout” money paid to private AND past Sheriff’s Dept. personnel. Jaramillo? Carona? , and others. Many other’s. And, if one REALLY wants to see incompitance at it’s best, goto the Sherrif’s “booth” in the County Administration Building. First floor. I have personally waited for over 15 minutes to get attention all the while two Deputy’s were playing computer games, downloading games & checking their e-mail. Try it. They should place a camera directly above them. Not feeling bad here.

I’m glad I don’t live in an OCSD patrolled area. I enjoy knowing that if I call 911 I will get an officer to respond. To all you liberals complaining about how much deputies make, I have an idea! BTW: Over-time is high because OCSD is already short staffed as it is. These guys that “make more than the sheriff” because they work 12 hours a day / seven days a week. They earned every penny!
54% of overtime is due to vacation, sick leave and not filling open positions. The Sheriff tried to justify this saying they did a study that showed overtime is more cost-effective than filling the vacancies. When asked to produce the study guess what? They never actually did one. They were just protecting their swollen incomes and sticking it to the taxpayer.
I’m sure that most deputies work hard most of the day but to pretend that they don’t waste time or conduct personal business while they’re on duty is naive or even ignorant.

Well they did. It was called the Crout & Sida Report. In fact, the audit showed that the Sheriff’s Department is short several hundred positions. OCSD jail has one of the safest records of any jail system it’s size. That is a testament of the professionalism of it’s personnel.
The Crout & Sida report was not a true operations research study. It did not assess the amount of time every OCSD employee actually spends each day on all activities. It did not look at positions outside the jail system. I realize that being a deputy in the jails is not a plum job but lets be real…everyone working for the OCSD is working in the jails. My point is that deputies spend time each day on inefficient and even non-work related activity. How much time is wasted? How can we squeeze that waste out of the system? If you stand and say “We’re great. We’re understaffed. Nothing can be cut. There is not waste anywhere in the agency.” you better be able to prove it with evidence and real data across the board. If you can’t then you’re being dishonest.

BS. I called the cops once because a woman out on the street was getting beaten up by some thug at night. I had to call back 3 times to get a car out here. Took them close to 15 minutes to show up. How could it get any worse than that? I’d rather disband the police department and return to the wild west. When faced with such a situation the neighbors could walk out with baseball bats and take care of business. Decent people can’t do that now. They’d get sued by the crook. And the cops would probably arrest the citizens for assault w/ a deadly weapon!

Easy fix:
No more responses to things like lost cell phones, non-injury traffic collisions, “neighbors spinklers keep hitting my car,” etc………I could go on and on.
And to piggy-back on what was brought up earlier, cut inmate housing costs and inmate programs. Double the price of inmate commissary (snacks like candy, popcorn, noodles), cut Friday’s off as a visiting day, start charging inmates for medication.
But by god, don’t go after the deputies who are patrolling the streets. Sure there are good ones and bad ones. Look around at your workplace, there are not-so-great employees in every profession. And on that note, if your boss said, “Hey, you want to work Saturday and make “time-and-a-half, ” you would do it too. Would that be your fault?
Deputies go out everyday and put their lives on the line to keep peace on the streets. Let’s face it, if you awoke tommorrow morning to find out that all cops had the day off, wouldn’t you just hide, or would you have to leave because your house is already on fire. I know, you’ll come up with some wise-crack about “wouldn’t it be nice,” but when you go to bed at night, you do so knowing that the fear of being arrested by cops is what keeps people from breaking in and taking everything you own or your life.
And good lord, come up with something other that donut cracks (Which actually stems from years ago, donut shops was the only eatery open in the middle of the night or early in the morning, so cops would be seen there getting a bite to eat and a cup of coffee).

The real issue here is that the OCSD is being asked to take a 5% budget cut and some people are saying that is too devastating for the OCSD to absorb. Rational people (which obviously does not include everyone commenting on this blog) realize that the majority of people serving in law enforcement do an adequate job and we’re glad to benefit from their service. We simply can’t afford to have as many of them and their support staff right now as we currently have. It’s not personal but some people sure try to make it seem like it is.
Keep the street cops and let them do there job. But the jails need a staff overhaul. I have unfortunately been on both sides of the OCSD. The jail cops are worthless. Not giving toilet paper to inmates for over a 24 hour period, forcefully beating inmates under investigators orders to try to obtain a “confession”, not letting inmates take showers for 5 days. Providing no clean clothes. Making inmates walk around naked so they can fulfill the homoerotic needs. Turning the lights on full blast and TV’s on during “lights out” to cause sleep depravation. Lack of medical treatment to inmates, medical staff giving wrong medications to inmates. Investigators purposely making false charges to see if they “stick”. Lying to get search warrants, Harassing even after inmate’s charges were dropped and making threats to those people. Illegal search and seizures. Cops being arrested for domestic violence and being released in hours with no charges so they can keep there jobs and kept hush hush and asked not forced to take anger management classes.
Some people like to believe that they police are perfect and have there best interest in hand but face facts. OCSD is one of the most corrupt police forces in the county they make LAPD Rampart look like angels.

The current California State Budget deficit needs to be resolved by cutting costs!!!
If that means reducing staff at ALL State Agencies and Departments, then do it.
It’s SIMPLE accounting! California has a certain amount of money in its Budget, and we need to operate within that budget.
Once we ALL accept this fact, the faster it will be for the State to resolve the budget situation.
I have never seen so many ignorant and juvenile responses to a serious issue. First of all, it’s bagel shops now as donuts are a thing of the past. Then, the next time you are assaulted, robbed or burglarized, call Al Gregory (no doubt an ex-con) or each other to assist you and see how far your case goes. It’s not like the lay-offs will be any of the over paid deputies. It will be all the administrators who are the backbone of the department. Real shame indeed.
More like a bunch of tax paying citizens who are tired of all these State, County, and City employees whe are complaining that they may lose their job due to budget cuts. We dont want to hear it anymore!!!
Everyone needs to focus on the real issue, THE BUDGET DEFICIT, and do somehting constuctive or positive to find a solution to the situation.
Sheriff Hutchens is being realistic and giving everyone the facts that staff reduction may be required.

Ok, to all of you ragging on the Sheriff’s Department; there are real people working for the Sheriff’s Department that work hard and would truely struggle if they got let go or fired. There are people that are working in offices doing office work, there are people there to fingerprint you when you want to work at your childs’ school, there are people there trying to do anything it takes to solve case after case to ensure their city is safe. Keep in mind that there are “bad seeds” in all work places and there are also “people that can get away with it all” in all work places. The people in the Sheriff’s Department are there to help you, and they do just that. Not all deputies are “out to get you”, if you think they are then you just did something wrong. Thank you to everyone who supports the Sheriff’s Department:)

There are COUNTLESS counties throughout this country that run successful shall-issue CCW programs, with crime rates at or below most of Orange County.
Both sides need to stop bickering w/ emotions and get to the facts - with proper training and background checks, CCW-carrying citizens help prevent & combat crime, it’s a fact, end of story.

The Grand Jury found that the deputies employed prisoners to keep other prisoners in line. Think of the cost savings there! Save money AND abuse people at the same time.

Why doesnt the Sheriff and her overpaid staff take a pay cut. They all get over 150,000 a years with take home cars and free gas. Most of them live out of county so that means free fastrack!! This is just crazy!!

After the cuts take affect, I’d like to revisit this column forum and just see what has occurred and which of you have had some ramification from the cuts. Then see what the attitude is towards law enforcement. From the negativity that I see here, it’s not only for the OCSD but all of law enforcement. Usually someone that has experienced the “law” and spent some time in custody. No amount of argument will ever change their minds. And as the saying goes, “Only the dumb ones get caught”!
Sounds like all of you anti Sheriff’s Dept people have it all figured out. It’s a wonder you haven’t ran for office so you can use your expertise to fix the mess we’re in.
A lot of you have questions, but you refuse to look up the answers. So let me serve them up on a platter. Read em if you want or continue to choose to be ignorance:

In L.A our guys work a three day week with four days off.When you call for assistence they arrive 2 hours later with a real nasty attitude and before asking whats wrong, they demand I.D. and run you for warrents even when your an Honorbly Retired Police Officer.Then they tell you it’s all a civil matter or your insurence will cover it and they can’t use your video of the crime because they can’t use it because it’s a violation of the criminals privacy,If you say they owe you a duty they quote the 1981 District of Columbia Decision, confirmed by the Court of Appeals and sanctioned by the Supreme Court that sez “Law Enforcement Officers do not owe the individual citizen any duty at all”. If you complain you have to worry about their Police Officers Association suing you and vehicle code enforcement later on, so in closing I have to say that I really don’t need them until a civil insurrection which they do have to prevent.Losing a few thousand poorly educated,poorly trained do nothings won’t hurt at all.Oh and they can’t stop neighborhood crime cause they are short handed.They couldn’t use drug trafficking video and they can’t sit and watch a drug dealors house due to the same shortage.The main problem is the neighborhood won’t help them enough.What the Hell does that mean?? I have to put my faith in Charles Daley and Smith and Wesson.

I think Orange county should stop paying taxes. Fire all government employes such as ; sheriff Fire fighters and Waste disposal. It should be every person for themselves. Then we should Build a giant church to live in like Crystal Cathedral. Just pray oh and pay the NRA to protect and govern us with good deeds. This will undoubtedly restored our economy and donut shops will be a thing of the past.
The Sheriff’s Department has never been run like a business. There is a huge lack of oversight for many positions where Sheriff’s Personal don’t do a lot of work. They also don’t have a clue how to lower the overtime. The departments answer has always been to cut all overtime for a short period and then give unlimited overtime. Sheriff Hutchens is out of her league. She needs help from private Business to manage the overtime and employee accountability
