Sheriff needs concealed weapons permit czar

April 13th, 2009, 5:03 pm · 27 Comments · posted by NORBERTO SANTANA JR.

One of the hottest jobs in OC has just opened up.

And so far, there’s only four takers.

The gig is over at the Sheriff’s department,  deciding who does – and who doesn’t – get to carry around a concealed handgun.

The internal job posting calls it “one of the more demanding managerial assignments in the department.”

Yet since Sheriff Sandra Hutchens tightened the rules on handing out gun permits, the job has become even tougher.

It forgets to mention that whoever ends up in that slot will likely be deposed in a potential wave of lawsuits by gun activists. Add to that, constant poking from the county board of supervisors and the Republican party’s central committee who aren’t happy with LA-style gun permit rules in a conservative Orange County that got used to the loose rules enacted by former Sheriff Mike Carona.

All that should make for a wild ride.

The job over at the Professional Standards Division used to be coveted spot. Most lieutenants working the slot only got moved up. Lt. Jack Anderson was there in 2005 and eventually made Assistant Sheriff.  Lt. Davis Nighswonger was there in 2007 and got promoted to captain.

It used to be a slot that people with futures were placed in.

Yet when the department posted the job opening on Apr. 3, it got only four responses in a week.

Today, taking over that assignment means stepping right into the line of fire. Hutchens, like Carona before her, has said she doesn’t want to know the details of specific applications for carrying a concealed weapon. That’s up to the staff lieutenant.

Good luck to whoever that turns out to be.

Does a shiny badge come with it?

  • Gerry says:

I’ll volunteer to serve on a commitee that screens CCW aplicants. I’ll do it 4 hours a week -, two weeks a month, free of charge!

    • urmegr says:

Gerry, Does that mean you wouldnt give any out? Why shouldnt every law abiding citizen be able to have one? it’d make the county a lot safer…..

  • More Shenanigans says:

Jack Anderson and Davis Nighswonger….two Carona coolaid drinkers! Cant believe they are still being kept around by the new improved and ethical Sheriff.

  • Dave says:

The 2nd Amendment is my concealed weapons permit.

  • Oh wow lets see I can get one in the OC to go with the LA county one my Ventura one Kern county one Awesome.

  • I think Carona was a scumbag but can anyone show me a case were a CCW person shot and or killed someone? Hmmmm. I didn’t think so. So once again law abiding citizens with guns are not the problem. Dirtbag criminal and gang-bangers are and they won’t abide by your gun surrender laws. WAKE THE F UP!

  • More Shenanigans says:

No Johnny but one of Carona’s buddies and CCW carrying kung fu instructor “Master Yi” did pull his gun out during a golf cart rage incident! Other than that Im sure all the CCW people Carona sold I mean issued CCW permits too are great people!

  • alterego55 says:

OMG, a thankless job in OC trying to enforce feel good gun laws enacted by pandering legislators. Just deny every application, that makes is simple. After all the US Constitution doesn’t matter much with regard to this issue.

  • X-DEM says:

Hmmm. Might have to wait for a “regime change” before I apply for a CCW. Strange as it may seem, those issued CCWs in other California counties may carry concealed in Orange County, yet lawful residents are restricted in Orange County. Does the sheriff ever stop to think that Orange County residents travel, and while traveling in the more remote areas of California, a firearm is the only defense until a sheriff’s deputies can do the hours drive to where you need them. Whereas residents of that county may easily acquire CCWs. CCWs aren’t for shopping at South Coast Plaza, more like when traveling in Alpine, Inyo, Kern or San Bernadino counties. Pray for a quick regime change at the Sheriff’s office.

  • Shenanigans,

I remember that. But again “man bites dog”. You can review these things and pull them for those that bought theirs. I still think the average person is capable of having a CCW.

  • Les says:

That Karate instructor was actually a Reserve Deputy. In addition to all of the CCW permits, Carona handed out guns and badges to donors like cracker jack. No background check , no training, nothing. The State police officers standard of training (post) went after Carona on this, and many of these wannabes gave up the badges and guns.

  • Corey K says:

The 2nd Amendment of the US constitution does not require me to have a CCW. Works for me.

  • Bill says:

This is too easy, a simple change to a “Shall” issue statute means we don’t need no stinkin’ lute to dole these out. Pass the background… and get your permit. DONE!

  • 2nd Amendment says:

Simple question: When was the last time you’ve been frisked, if ever in your life? Well then… Go on and carry! It’s our right in the first place, dogonnit! It has been said; “It’s better to be tried by twelve, than carried by six”. Amen.

  • bobexoc says:

The karate instructor got his badge the same way he got his CCW. It was handed to him, no questions asked.

  • finallygotit says:

I think they should make Schroeder the person who decides who gets a ccw. May be this way he’ll stop crying about having his taken away.

  • homer92630 says:

The simplest solution is to revoke all CCW’s and do not issue any additional permits. Then tell the rank & file cops that they have to turn in their pistols. After all, society will be safer - so there will be no need to arm the men in blue.

  • Don't Mess With Texas says:

I like the way the State of Texas deals with CCW. Everybody in Texas is armed one way or another. You don’t see road rage in Texas or bar fights gettin out of hand because if one punk thinks he’s the Bad-Ass. He’ll surely end up six feet under.

  • Neil2112 says:

    Shenanigans,

The jerk who pulled his gun on a golf course was a Reserve. He was *NOT* a CCW holder.

Thank you for letting met set that media myth straight. I’d also like to point out that I had to jump through hoops for months to get a permit under the Carona administration. Another myth bites the dust.

  • Rob says:

The rules weren’t all that loose under Corona either. Just a little looser. We’ve heard all the propaganda about CCW recipients having paid off Corona, but a lot of those that I’ve heard have lost their permits have been people who never gave any money.

Forty states are now shall-issue, with no ill side effects. It’s time for California to trust its people.

  • BARKY says:

Does this position allow for CCW while on the way to the “office” and CCW while on the way home?

  • Al says:

Why don’t we just forget about CCW permits all together. I think that CA law allows one to carry a loaded weapon in plain view. Just strap one on your hip and walk around town. All problems solved: those who want to carry guns can, and the poltical bickering about permits goes away.

  • Burning Down the House says:

It’s funny that everyone is bringing up the karate guy Yi. He was a reserve deputy when he pulled his gun out at the golf course. I don’t know how the bad behavior of one person should be reflected poorly on an entire group, especially when that person is NOT part of that group. But I guess those of us that actually know anything about the issue, know what the truth is.

I had my CCW license up until yesterday. It was supposed to be revoked on that day, but I have no idea if it was or not. Mine was issued to me by Carona, but I never met him, never donated to him, and never even voted for him. I guess I don’t get to keep mine under Hutchens, because I am not a judge, rich business owner, or personal friend of the Sheriff like RJ Morris. You remember him, right? He was the “creepy Elton John guy” that assistant Sheriff Hillman was making fun of at the public meeting back in November.

  • Bob Holt says:

I don’t know if I would even want one. A few years ago I was being robed by three Hispanics that just tried to over power me and I stabbed one through the face with my pen. When the police got there I thought I was going to jail for using excessive force. If I shot them, I probable would be sharing a cell with those two Border Patrol Agents.

I do believe in CCW, but they should be issued to people in need and a training class should be required along with a class when its legal to pull a gun out.

  • Faby says:

I don’t know why they’re making such a big deal about it. Along because they are hiring a new person doesn’t mean people’s chances of obtaining a CCW will change. It is what it is and whatever the Sheriff says goes. Besides, has anyone spoken to Melissa (CCW gal)? She’s the one that holds down the fort in Professional Standards. Has anyone realized everything she’s done for us? Someone should send her a card.
