First batch of bills introduced in Sacramento

While most were toasting our new state lawmakers yesterday, the first batch of bills for the 2009-10 legislative session were quietly introduced at the state Capitol. Among those was an interesting, if doomed, proposal from Orange County Assemblyman Jim Silva, R-Huntington Beach.

Silva’s Assembly Constitutional Amendment (ACA) 1 proposes that any state expenditure of more than $150,000 be subject to a two-thirds vote of the state Legislature. At a time when we’re facing a $28 billion deficit, I imagine many Californians would support Silva’s idea.

The proposal, of course, is almost guaranteed to fail in our Democrat-controlled Legislature. But that’s a shame, because I think there’s little doubt it would succeed in cutting expenses.
