As part of our coverage of statewide measures on the November ballot, I’m working on a story about Proposition 11, the redistricting measure backed by Gov. Arnold Schwarzenegger. Since 1982, seven redistricting measure have been on ballot in California — and all of them have failed.
I’ve learned from talking with pollsters that the reason voters don’t support these measures is because they don’t really understand or care about them. I’m looking for those voters.
