A Brea businessman has filed a complaint with county prosecutors accusing the Orange County Fair Board of violating state open meeting laws.
Jim Porterfield, 45, complained that he wasn’t allowed to speak Thursday before the board approved a new policy for doling out free concert and fair tickets to board members.
Porterfield, in a letter to Deputy District Attorney Dan Hess, said he had rehearsed his three-minute speech, but wasn’t allowed to address the board until after directors voted to scale back their concert tickets to 10 apiece per show, down from 26.
Porterfield said the board did not cut back enough and would have said so — had he been allowed to speak before the vote. The state Bagley-Keene act requires state bodies to take public comment before or during the body’s discussion of the item.
