Grand jury says county HR is outta date

A rather stunned sounding Grand Jury reports today that the county’s human resources rules for county employees haven’t been updated since 1978 and are woefully outdated.
“As improbable as it may seem, this seminal document was created before cell phones, personal computers or the Internet became part of everyday working life,” the report says.
The panel said it’s investigation revealed that four previous attempts to rewrite what it calls the “maze of rules and regulations” were never completed. The jury also says it found a human resources department hobbled by a diminished staff, lack of financial resources (thanks to the 1994 bankruptcy), and inconsistent leadership. It suggests a complete rewrite of the merit system’s rules and regs.
