The Board of Supervisors gave final approval this morning to a plan that will provide independent civilian oversight to the county’s jail. It was given first round approval earlier this month.
Despite an initial outcry from then-Sheriff Mike Carona — and the deputies union’s continued opposition — the plan passed 4-0 today with no debate.
This was originally proposed by Supervisor John Moorlach and was triggered after the beating death of Theo Lacy inmate John Chamberlain. A grand jury investigation into Chamberlain’s death, allegedly at the hands of other inmates while deputies watched a ball game on TV, is being done by DA Tony Rackauckas and is expected to be completed any day.
Moorlach’s initial plan was a civilian review panel, but has since been changed to model a Los Angeles County agency called the Office of Independent Review. It will be comprised of civil rights attorneys who monitor and advise the sheriff’s Internal Affairs Unit. For more information on the county’s plan, read the staff report here.

Finally! Seems like the Board of Supervisors are moving in the right direction. Hopefully, the Office of Independent Review will protect Orange County taxpayers as well. Supervisor John Moorlach is a champion for the heavily taxed Orange County public once again.

Catfish obviously works for Moorlach. When do the Moorlach for State Treasure signs go up? How many MILLIONS of taxpayer’s $$$ did Moorlach spend “redecorating” his office??? Just wondering.

I have 100 dollars for the first deputy who calls the OIR for advice when a fight breaks out in the barracks.

Well for one I like the L.A. model that has lawyer’s on staff for the O.I.R. that will protect deputies bill of rights and prove to the world that the Green Team is not a bunch of thugs. I don’t really care if Moorlach or Norby is over seeing this project as long as the O.C.S.D. is shown in a fair,positive light.

Sorry, Tim — I should have reported that the vote was 4-0 because Supe Pat Bates was out of town. She’s in Washington on a county lobbying trip.

I am disgusted by the actions of our supposive “Board of Supervisors”. They sit in their newly furnished offices (which taxpayers paid for) and pass judgment on those who have a sworn duty to protect us. I know for a fact that they have never rushed into a barracks or mod when over 100 inmates are fighting yet they pass judgment on the actions Deputies take to protect themselves and other inmates. More like the Board of Pencil Pushers. MAKES ME SICK!!!!!!

Disgusted - you are absolutely right, but standby, it’s only going to get worse. Just wait until you have these civilians/civil rights attorneys on the review board “Monday morning quarterbacking” the deputies’ actions.
I love how civilians will have the power to judge the actions of deputies when they probably have never had to deal with a hostile, uncooperative, aggressive person. Where the heck are these same people when deputies get assaulted?

Here’s the real truth. The deputies in Orange county jail are a bunch swearing bad mouths tough thugs They push and threaten and treat every one as an animal. Even if the inmate has not been conficted of anything. Their the judge and jury and do ungodly things to the inmates. Those sherrif deputies use no self control and need to be replaced. Yes there’s harden crinmals that need to be control but if your sick and dying they don’t care. Your a piece of dirt and they treat no violent inmates as garbage. You touch guy’s are going to answer to some one bigger and more powerful than you could ever be. Amen
